BISHOP ROBBIN M. BLACKWELL

Vice Presiding Prelate

A determined servant committed to spiritual formation and transformation in the lives of others, Bishop Robbin M. Blackwell is focused on building partnerships with others to create space for “The Holy” in themselves, families, congregations, organizations, businesses, and communities of influence. She embraces worship and prayer as the center of all preaching and teaching. She also affirms that mission is the core value of sustainable ministry.

As Vice Presiding Prelate, Bishop Blackwell assists in administration of non-denominational fellowship of Christian churches, ministries, and businesses in five US states, Ghana, and Kenya. Bishop Blackwell drives the construct and strategy of foundational ministries and businesses within and beyond the confines of the traditional church. She is a catalyst in community engagement strategies with partner ministries.

Bishop Blackwell founded and Pastors Jubilee Inc., a worship and prayer watch whose mission is to establish a 24/7 House of Prayer in the Baltimore Region. Established in 2013, Bishop Blackwell conducts weekly worship services with a prophetic intercessory focus. Her objective is to create an enduring faith community of prayer in the marketplace. Her pastoral priorities remain that of prayer, preaching, teaching, leading worship, counseling, visitation, mentoring, coaching, and administration.

Prior to her Episcopal Consecration to the office of Bishop, she was Minister of Ministries at New Shiloh Baptist Church in Baltimore, Maryland. During her 18-year tenure, she shared responsibility with Sr. Pastors for congregational care, funerals, worship, preaching, teaching, crisis intervention and individual/family counseling. As liaison for the Church’s 30+ auxiliary ministries she shaped standards of administration and compliance.

Additionally, she provided staff development and faculty training for Saturday Church School. Pastor Blackwell developed course content for Church-wide Bible Study and coordinated staff development for youth programs aligned with community initiatives. Bishop Blackwell is former Dean of the Determined Biblical and Theological Institute. In that capacity, she served as administrative officer responsible for the Biblical Institute’s three- year certification program. Her leadership, advocacy and coordination of all classes, related activities and community outreach created strategic partnerships with complementary educational institutions and businesses. She also taught Introduction to the Old Testament, Christian Ethics, and Praying with The Church.

She is former Assistant Pastor and Minister of Discipleship at Martin Luther King Jr. Community Church.

Pastor Blackwell holds a Bachelor of Science Degree in Social Services from Davis & Elkins College, West Virginia and a Master of Theological Studies from Wesley Theological Seminary, Washington, DC.

OVERSEER YVETTE CRAWFORD WILLIAMS

Presidium Member

Yvette Crawford Williams is Founder and Pastor of Restoration Life Family Worship, Inc., in Pahokee, Florida.  Since its inaugural service on Pentecost Sunday, May 24, 2015, this small congregation has boasted of a “mega ministry mindset,” empowered by God’s anointing.  Pastor Williams defines her work as a “Ministry without walls, going wherever God sends us.”

It is a bold and inevitable calling, defined by the onset of an instinctive clerical curiosity, in her youth, the draw of her family’s pastoral legacy and meaningful community service to help shape the lives of others.  Ironically, this spiritual freedom contrasts notably with the physical confinement that influenced her lengthy career in law enforcement and corrections.

Her impressive resume includes responsibilities as Communications Officer, Pahokee Police Department and the Florida Highway Patrol, Assistant Director, First Care Women’s Clinic, and positions with the Palm Beach County Sheriff’s Office Corrections Department and   Palm Beach County School Distinct.  Currently, she serves as Contract Monitor in the Florida Department of Management Services Private Prison Division.

The Pahokee, FL native sensed her attempts to “resist the call” were doomed.  Twelve years under the influential ministry of Pastor Wallace at Harvest African Methodist Episcopal Church, provided undeniable proof of her date with destiny.   The next step, membership at MarketPlace Fellowship & Churches International, fully revealed her new direction.  It was here, that her purpose became clear.

Under the guidance of Chief Apostle Stanley M. Butler and Apostle J. Orlando Gardner Bailey, Sr., a two-year mentorship

validated the intuition her youth, the historical evidence within her family, the power of missionary work, the growth of progressive lay leadership, the impact of prison ministry, the holistic commitment to community and public service and the life-changing benefit of faithful obedience.  This period of discovery and dedication culminated in her installation as Pastor of Restoration Life Family Worship, Inc.

The calling of a lifetime was delayed, but never could it be denied.  Pastor Yvette Crawford Williams knew all along that it was not her time, but God’s Time that would deliver her destiny.  Her pastorate is in good hands, because she is in God’s Hands.

Family remains vital to well-being Pastor Williams, for many of the reasons noted above.  Today she and her husband, Mr. Mack Charles Williams, have four beautiful children, and eleven grandchildren.
